Step 1

Create a new white image. Using unfilled ellipse tool and the airbrush at a pressure of around 200, create a circle in the middle of the image. Click on the Ellipse Tool again to switch it into filled mode , and draw a circle inside the first one to fill in the middle. This should give you a nice, smooth, circle.
